Microsoft Power Pages is currently pre-release and therefore does not have a defined licensing structure confirmed by Microsoft. The product is due for general release later in 2022. You can get a free trial of the software from Microsoft's site here.

Power Apps Portals was evolved further by Microsoft into the standalone website creation application we now know as Power Pages. Therefore, Power Apps Portals is not available for purchase anymore. The functionality that you may have known from Power Apps Portals is now encompassed within Power Pages, plus much more has been added!
The Power Pages sites are built on top of the world-class security offering from Microsoft, including the backend infrastructure of Azure and Dataverse. Role-based permissions maintain the limits on access that you set from the start. There are a variety of roles to choose from, so you can set the most appropriate roles for those who require access to the Power Pages sites.
Yes - as always with the Power Platform, the applications seamlessly integrate and bring out the best in each other. Power BI can be integrated to Power Pages, revealing chosen dashboards and reports within your portal. Power Automate can be used to trigger actions based on data from your Power Pages site.
Microsoft Power Pages will be available on general release towards the end of 2022.
